視聴条件を満たしても配布されていないかった、ウィンストンのOWLスキンについて、BlizzardCS_JPから「日本では受け取れない」という個別の回答があったようなので、今回のプロモーションに関する公式ルールについて簡単にまとめておきます。
確認させていただきましたところ、現在日本のアカウントではオーバーウォッチ リーグスキンを受け取れないようになっておりました。こちらは今後もために獲得できるよう、担当チームにフィードバックを伝えさせていただきます。🙇♀️

尚、2020/21シーズンは国内アカウントにも報酬として提示されたOWLスキンが全て配布されています。
以下、2022シーズンの公式ルールから、OWLトークン、OWLスキン及びスプレー、コンテンダーズスキンに関する記述の抜粋となります。リンク先は公式ルール（PDF）となっていますが、OWLとコンテンダーズは別々のPDFが用意されています。

3. ELIGIBILITY: The Promotion is open and offered to legal residents of most countries. Legal residents of Cuba, Iran, the Democratic People’s Republic of Korea, Sudan, Crimea, the so-called Donetsk People’s Republic, and socalled Luhansk People’s Republic, and Syria, and other countries where restricted or prohibited by law are not eligible for the Promotion. Legal residents of the People’s Republic of China (which for the purposes of these rules, excludes Hong Kong, Macau and Taiwan) and Japan are also not eligible for the Promotion. For Argentina, this promotion should be considered as temporary rules to grant benefits (the Tokens) for duly registered players in accordance with these Official Rules.
まずOWLトークンについての記述ですが、ここでははっきりと日本がトークン配布のプロモーション対象外地域であることが明記されています。

一方でOWLスキンとスプレーに関する記述では、日本はプロモーション対象外地域として明記されてはいないものの、下線の「法令によって規制または禁止されている他の国々」に日本が含まれているという解釈も成り立ちます。
ちなみに、この下線部は今年から新たに追加された一文で、前2シーズンの公式ルールにはなかったものです。

ところが、上記OWLスキン及びスプレーとほぼ同じ内容で適格要件が記載されているコンテンダーズ視聴リワードのスキンは、当方が現在開催されているコンテンダーズ試合を国内アカウントで視聴したところ、報酬のトレーサーとレッキングボールスキンの受け取りを確認しています。
ということで、「日本で受け取れない」という回答がルール上対象外なのか、単なる手違いを意味するのかイマイチよく分かりませんが、この辺の矛盾についてここであまり追求すると、一昨年から滞りなく届いていたコンテンダーズスキンまで国内配布されなくなってしまう恐れもあるので、これ以上の言及は避けますが、コンテンダーズスキンが国内法令上問題ないのであれば、今後もOWLスキンの国内配布を是非とも再開してほしいところではあります。
